Administrative Assistant                                                               


Functional Responsibility:
The Administrative Assistant prepares periodic or special reports of workload and information from records and files using PC-based word processing software, such as Microsoft Word or WordPerfect.  The Administrative Assistant shall perform related clerical duties, such as answering the telephone, referring callers or furnishing information, maintaining files, operating the copying machine, and distributing or preparing documents to be mailed.  The Administrative Assistant may assist in entering and managing financial management systems data.

Computer Specialist                                                                     


Functional Responsibility:
Performs as a technical resource for information management projects. Performs complex analysis of applications and operational environment, functional systems analysis, design, integration, documentation, training, and/or implementation. Acts as an information resource for users as well as management. Performs cost/benefit studies, life-cycle analysis, briefings and presentations. May coordinate with the Program/Project Manager, the COR, or end users as appropriate. Must have working knowledge of appropriate tools, techniques, and methodologies to perform tasks. Requires very little supervision.

Database Administrator                                                              


Functional Responsibility:
The Database Administrator assists in database operations, user connectivity to database, database security, backup and recovery, data integrity, database update and database reporting.

Database Engineer                                                                      


Functional Responsibility:
Evaluates and recommends available DBMS products to support validated user requirements. Defines file organization, indexing methods, and security procedures for specific user applications. Maintains databases on day-to-day basis. May be responsible for backup and recovery operations for DBMS servers.

Field Service Engineer                                                                


Functional Responsibility:
Ensures the integration of specific software and applications in a LAN/WAN environment. Oversees efforts or provides maintenance support for customer-owned or leased computer network equipment and products. Must perform administrative tasks such as, documenting results, “as-builts”, completing daily reports, inventory of computer network materials and supplies.

Help Desk Specialist                                                                     


Functional Responsibility:
The Help Desk Specialist shall provide phone and in-person support to users in the areas of e-mail, directories, standard Windows desktop applications, and applications developed under this contract or previous contracts.  The Help Desk Specialist shall also serve as the initial point of contact for troubleshooting computer hardware/software problems.  In addition, the Help Desk Specialist shall provide maintenance and repairs to computers and LAN peripherals.

Network Administrator                                                                  


Functional Responsibility:
The Network Administrator assists the Network Manager in maintaining large LAN systems.  The Network Administrator also helps support a WAN system using TCP/IP, which includes connectivity to mainframes.  In addition, the Network Administrator conducts site surveys and assesses and documents current site network configuration and user requirements.  Furthermore, the Network Administrator shall follow engineering plans and site installation Technical Design Packages.  Moreover, the Network Administrator shall develop installation schedules and assist in the preparation of drawing and documenting configuration changes.  Additionally, the Network Administrator shall prepare site installation and test reports and coordinate and perform installation of equipment and workstations. The Network Administrator’s other duties include providing technical and software support to end-users; serving as the initial point of contact for troubleshooting hardware/software PC and printer problems; and providing phone and in-person support to users in the areas of e-mail, directories, standard Windows desktop applications, and applications developed under this contract or developed prior to the commencement of this contract.  Also, the Network Administrator is responsible for installing, maintaining, and upgrading computer workstations and software.  In addition, the Network Administrator shall provide technical assistance and training; perform evaluations of computer hardware and software; and serve as a liaison with vendors for new hardware/software purchases.

Network Engineer                                                                         


Functional Responsibility:
The Communication Network Manager evaluates communication hardware and software, troubleshoots LAN/MAN/WAN and other network related problems, and provides technical expertise for performance and configuration of networks. Performs general LAN/MAN/WAN administration, provides technical leadership in the integration and test of complex large scale computer integrated networks. Schedules conversions and cutovers. Oversees network control center. Supervises maintenance of systems. Coordinates with all responsible users and sites. Supervises staff.

Network Manager                                                                         


Functional Responsibility:
The Network Manager evaluates communication hardware and software, troubleshoots LAN/WAN and other network related problems, and provides technical expertise for performance and configuration of networks.  The Network Manager shall perform general LAN/WAN administration and provide technical leadership in the integration and testing of complex large scale computer integrated networks.  Also, the Network Manager shall design and optimize network topologies, optimize system operation and resource utilization, and perform system capacity analysis and planning.  In addition, the Network Manager shall be knowledgeable of IT security issues and help ensure that there is a secure IT environment.  Furthermore, the Network Manager shall provide assistance to users in accessing and using IT systems.  Moreover, the Network Manager shall schedule conversions and supervise maintenance of systems.  Additionally, the Network Manager shall coordinate IT issues with the necessary people at various sites.

Program Manager                                                                       


Functional Responsibility:
The Program Manager serves as the Contractor's single contract manager, and shall be the Contractor's authorized interface with the Contract Officer (CO), the Contract Officer Technical Representative (COTR), Client Management Personnel and Agency Representatives.  The Program Manager is responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising Contractor personnel, and communicating policies, purposes, and goals of the organization to subordinates.  The Program Manager shall establish and maintain technical and financial reports in order to show progress to management and clients.  In addition, the Program Manager shall maintain client contacts to ensure conformity to all contractual obligations.  Also, the Program Manager shall ensure the development, maintenance, and implementation of Task Order management plans, which are documents that guide the performance of all functional activities performed on the individual Task Orders.

Programmer                                                                                


Functional Responsibility:
The Programmer shall perform routine systems programming duties. The Programmer shall assist in the design, development of, specifications for, and implementation of computerized information systems.  Also, the Programmer shall assist in building software development tools and measure software performance through design, implementation, and evaluation of results.  In addition, the Programmer shall assist in the publication of comprehensive analysis of software, such as database management systems, program productivity techniques, operating systems, compilers, and other items.  Furthermore, the Programmer is required to produce highly technical programs, such as cross-compilers and communications software operating systems.  As a member of a systems team, the Programmer shall examine overall system design to determine the applicability of a proposed or developed subsystem.  Moreover, the Programmer shall assist in the design of routine information systems describing the flow of information among users, interfaces between programs, interactions, and key data structures.  Additionally, the Programmer shall assist in the design of detailed input and output records layouts, documenting the functions of programs.  The Programmer shall also code programs in applicable languages, such as JAVA, C++, C, Fortran, Basic, etc., using detailed flow diagrams and input/output descriptions as guidelines.  The Programmer shall make and document decisions concerning design characteristics and utilization of new system hardware, in addition to assisting in the establishment and design of software necessary to integrate new hardware.  Furthermore, the Programmer shall maintain existing system software by detecting and correcting systems failures and by implementing system enhancements; develop manuals and user guides for programmers and the operating staff; and assist in the conduct of system feasibility studies and cost/benefit analyses.

Programmer Analyst                                                                    


Functional Responsibility:
Interprets, implements, and maintains operating systems and subsystems from specifications prepared by vendors and engineers. Fine-tunes applications maximizing throughput on various computing platforms and equipment configurations. Support efforts for integrating equipment and systems from multiple vendors into the overall organizational configuration to maximize data communications and resource sharing. Supports design, code, installation, and maintenance of appropriate systems software program. Identifies, evaluates, tailors, and directs the implementation of vendor-supplied software packages. Performs simplistic systems re-generations where applicable to reflect changes in peripheral configuration; ensures the maintenance of adequate software systems documentation; prepares alterations to management the purchase or lease of systems software personnel in the resolution of complex systems-related problems.

Project Manager                                                                          


Functional Responsibility:  
Provides the basic management interface between the client agency and 21 CompuTech Inc. for locations with a single task order. Develops and implements project plans and monitors project progress and status of task execution. Meets with customers to determine needs and to ensure that commitments are met and results meet expectations.

Security Specialist                                                                       


Functional Responsibility:  
Designs, analyzes and programs hardware and software tools to provide innovative solutions to complex systems security issues. Also applies high analytical skills and techniques in the examination of various digital and analog signals. Analyze and define security requirements for Multilevel Security (MLS) issues. Design, develop, engineer, and implement solutions to MLS requirements and Shares responsibility for the implementation and development of the MLS. Gather and organize technical information about an organization's mission goals and needs, existing security products, and ongoing programs in the MLS arena. Performs risk analysis and risk assessment. Provide training and daily supervision and direction to staff. Also may be required to serve as task leader.

Software Engineer                                                                       


Functional Responsibility:
Develops block diagrams and logic flow charts. Tests, debugs and refines the computer software to produce the required product. Prepares both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency. May provide technical direction to programmers to ensure program deadlines are met.

Systems Analyst                                                                           


Functional Responsibility:
The Senior Systems Analyst serves as the computer systems expert on assignments.  Typically this involves the establishment of a framework for new automated systems where concern is with overall structure involving life cycle involvement ranging from the conduct of feasibility studies to post-implementation evaluation.  Projections are required from inconclusive workload data; technological advances are usually untried at the scale to which application is required; and integration with existing systems is required.  Also, the Senior Systems Analyst shall establish design criteria to accommodate changes in legislation, mission, or functional program requirements.

Technical Writer                                                                         


Functional Responsibility:  
Gathers, organizes and composes technical information. Edits functional descriptions, system specifications, user manuals, special reports or any other customer deliverables and documents. Conducts research and ensures the use of proper technical terminology. Translates technical information into clear, readable documents to be used by technical and non-technical personnel.

Web Developer                                                                            


Functional Responsibility:
Responsible for the design, construction, redeployments, and programming of complex web-based applications. Supports the development of Web-based custom applications for e-Commerce, CRM, online marketing and operations. Builds and integrates databases in several platforms and repairs/upgrades applications. This person requires no supervision. Must possess excellent written and communication skills. This person requires no supervision.
